Your question does not relate to your original thesis statement which is in
error.

Your state "the rookie program has brought us . . ."

I don't think the rookie program brought these people to us. They came and
WE put them into the Rookie program.
It is my contention these people would be there with or without the rookie
program. It is also my contention the rookie program actually thwarts
driver development rather than encourages it.
        A rookie who wins a trophy and thinks they're king of the hill is
kidding him or her self. The top of the mountain is still above most of
them.
