Historically there was a shortage of jobs in the area, to cope with this
shortage people in the area only kept their job long enough to qualify for
unemployment, then left so some else could qualify, that way there was
enough to go around for every one. When this is all you know, it's hard to
change.

I know several people from Ontario that were recruited, a couple went down
saw the horrendous mismanagement and didn't want to give up their real job
(bird in the hand) for the hopeless cause  they saw (one in bush).
