Sid and John got it right. It's the Anti-Backfire Valve fitted only to the
1970 1600. One of our list members made a very custom, polished brass block
off plate for his.

It is part of the emission controls on the 70 1600 (I don't think that the 
2000 got it).  It is a Gulp or Backfire valve.  I don't have the manual in 
front of me now, so I can't explain how it works.  One of our esteemed 
gearheads will have to do that!
