Bottom line with speed traps, or any kind of government "justice" is to
remember that it's a business, just like any other. It may be very
efficient, and even corrupt, but it's a business. Most are structured to get
money as quickly as possible. If you interrupt the flow and stall the
process the treatment changes--most of the time for the better, since you
present an impediment.
The really pernicious stuff is when real businesses and their drive for
better ROI intersect the inefficient governments. Commercial red light traps
come immediately to mind. These are pure commercial ventures, and they tune
up their ROI by getting cities to eliminate the grace time for going through
a red light. Personally, I'd feel justified making an economic adjustment to
them with a .270, but that's me.
