Gary:

If there is oil on the shoes only the inner sealing ring failed. There is no 
need to change the outer sealing ring because one does not seal against oil 
only against grease.
If you want to change the outer sealing ring use a puller that is screwed on 
the thread ont the center axle. Don't use a puller that is screwed on the wheel 
studs.
If the hub doesn't come off apply a littley heat with an acetylene welding gun. 
Use a hot flame and apply short (2-5sec).
