Scott, shocks - the Brits really do use the correct term, dampers - 
serve to dampen wheel up & down movement.  The difference happens when  
there is a rapid series of up/down oscillations.  The lever shock can 
"foam" the fluid so the damping effect is lost since the shock fluid is 
now foam rather than pure fluid. Tube shocks do not "foam" so the 
damping effect is consistent. Ted
