Oops! Duh! I should have thought a little bit more about it but you are
correct. Hitting a curb with either wheel apinner will cause the same
rotation.
Guess I don't have an answer to the original question of what caused the
government to ban spinners on new cars. I think they are still available
as an aftermarket item.
