Scott - "All electrical passes through the ammeter" - all except for the
starter voltage, which goes directly from the battery to the starter
switch and then to the starter when the switch is pulled.  I would
strongly suspect the cable from the battery to the starter switch.  These
cables can develope corrosion under the insulation that can't be seen and
will cause a large voltage drop for little current drawn.  Try jumpering
around the cable with a jumper cable and see if this cures the problem. 
If it does, replace tha cable.  Good luck - Dave
