Funny you should mention that.  I've got a flat to fix this afternoon.  I'm
becoming pretty good at tire removal/replacement on the 19"X4" TC wheels.
(Tire irons were part of the original tool kit)  I've done all five wheels a
couple times, once to paint the wheels and remount the old tires and again
to mount the new tires plus assorted flats.
 
On these large diameter narrow tires it's just slightly more work to change
than a mountain bike tire.  On your Midget I think you might find it more
trouble than it's worth.  You may get the tires off but I can almost
guarantee that you won't get them back on without mangling your beautifully
repainted wheels.
