Rick,
My car has the holes there also, I discovered this morning. The
Drivers Handbook, Section T, describes how one may purchase seatbelts
(optional). The illustration shows these lower holes being used. I
can't see what keeps the shoulder belt on the shoulder this way, but
that's what it shows.
