If it still backfires at 3500 rpm, obviously, yes.

One more thing to try as a test.  Put the dwell meter on it and check to
be sure that the dwell is correct when it's running.  Then run the engine
up to 3500 rpm where it starts backfiring, and watch the dwell meter.  If
there is any fault through the grounding circuit in the distributor, the
dwell meter will go bananas.  If the dwell meter remains steady while
it's backfiring, it ain't the dizzy.
