I used to work for a company that had an Area/Regional/HQ organisational
structure.  The Area did the work, the Region told the Area how to do the
work, and the HQ told the Region how to tell the Area how to do the work.
We used to describe that structure in 'spades' thus:

The Region called a spade a spade.  The HQ called it a 'manual digging
implement', and the Area called it an 'effing shovel'.  At one point I
worked for someone in HQ who never told us what was going on and I reckoned
he had invented an new level in the structure - 'never mind what it's
called, just dig!'.
