Final bugs before inspection

I'm trying to work out the final bugs before I take my car in for
inspection.. I got it from a junkyard on salvage title and must get the
car to a respectibe safety level..

While trying to fix my 70BGT's blinkers this weekend I noticed something
odd. When you hit the switch in the center console for the emergency
blinkers you get an immediate flash then about 7 seconds later of no
flashing it starts to flash continuiously. It's almost like it needs to
charge after discharging the first blink? Is it just storing up the black
smoke to start blinking?

The emergency brake lever/handle seems to be stuck. I'm imagining the
cable is broken but should that cause the leve to freeze up completely?
What could this be?

The windshield wiper arms just fall off as soon as I turn the wiper motor
on. The old arms are broken and rusted so I obviously need new ones. The
problem is that the round metal rod that the wiper blades mount on seem
to be worn quite badly. Does this mean I have to completely re-install new
assembly or can I hack up a way to fix this problem without tons of work?
Are their any wiper blades that can "clamp" onto the metal rod?


BTW, many, many thanks go out to the people on this list for all their
help. I know I've been posting alot of questions and very little help
lately but in a few weeks I should have most of this taken care of.
