This rack sounds different from the low profile one that came on my Spitfire
when I bought it.  Mine is metal but it is held on by only four screws.
Nothing has broken on it in the 20 years I've had it.

--I CAN tell you and the list that the low profile luggage rack on my '75
spit is a cheap plastic p.o.s.
One of the cross pieces broke off the day I brought the car "home". Its
innards are plastic, with a chromed outer.
Be careful using these racks-mine was only held on by 8 small (rusted)
screws.
