They had that word in California when I was there, but it just meant someone who
whines or complains.  I had great fun explaining what it means using only
euphemisms:

Me: It means Shaking Hands with the Bishop
Them: *blank look*
Me: pulling a hand shandy?
Them: *blank*
Me: choking the ferret?
Them: *blank* 
Me: spanking the monkey?
Them: *blank*
Me: *does hand signal*
Them: *realization dawns*
