Of course the nuts have be off , and no the studs do not have to be out.
and I said "by HAND"  How in the heck do propose 
"$500 to $700" damage by doing this by hand?  My hand isn't strong
enough to do any damage neither is yours. This is allot
more gentle then smacking it with a hammer. Even if someone was a
complete idiot and left the nuts tight, you couldn't hurt it. 
 We weren't talking about bouncing the head off the engine, we're
talking about breaking head gasket seal. fractions of an inch.
