BTDT. The little plunger gets corroded or gunked up.
That is the reverse plunger or whatever it is called.
If you look real close on the far right of the shifter hole you will see 
the plunger.
Squirt it with penetrating oil (not WD 40) And work the shifter to the 
far right with a few good slaps. It will free itself up.
