I believe the discrepancy is because of the cars that were produced as kits
and shipped to different countries for assembly? I remember reading that
somewhere but I don't know if those kits received a commission number when
they were made in England or if they received it when they were assembled in
a foreign country?
I am away from home right now so I can't verify that but I believe there was
a footnote in the book covering kit cars that were exported.
