TR4A What is right price?

I am in the process of a frame-up restoration of my '66 TR4A,
and while it is in  the process, I thought I might buy one to putt
around in.

I have seen a fairly nice one today.
'66 (?65) TR4A w/ OD.
It is an older restoration.  No info on the engine.
Maybe 164,000 miles total.  (64k on the odo.)
and what was done to it.  I bet the engine is not original
to the car.  It is in the 52000 range and the Comm. # is
in the 66,000 range.  The engine is a little mystifying
in that it has what appears to be a crankcase breather
as well as the PCV.  The current owner can not explain
that.

The engine pulls well at high and low RPM.  It idles well
also.  Didn't do a compression test yet.  The OD works
properly.  No apparent tendency to overheat.

It is quite clear that the entire car was restored.  Paint
on the engine ancillaries is non-original, but the engine
is clean as a whistle.

There is no rust and there does not appear to have ever been any.
The paint job is OK but not perfect.
There are non-original solid wheels with 185 tires
The roof is new.

The tach is not Jaeger.  It is a Smiths with
a red needle able to be user-postiioned
to the redline.  It is not working for the most part.

All the other gauges are present and operational.
The interior is new and in good shape.  The seats
are cloth.  The turn signal does not return.

Overall, not bad at all.  

What is a fair price to offer him.  I will not say yet what he
is asking, nor whether I think it might be reasonable,  I want
to see the suggestions as to the "proper price".
