Of course ! Everyone knows those are for letting the water out after the
car is caught in the rain with no top/cover !
(or when you get caught in traffic while driving topless in the rain.)
Actually, they cover the jack holes. The factory jack (at least on my TR3,
I assume it's the same for all TRs) goes through the hole and engages with
those funny fingers on the frame. It actually is amazingly stable (if you
set the handbrake), raises two tires at a time off the ground (so you can
rotate the tires without using the spare), and allows for a very compact,
lightweight jack. IMO it's also easier to use than most jacks. An elegant
solution to the problem of the rockers and bumpers being too weak to lift
the car, and the frame being so close to the ground !
I don't believe doing the jacking from inside the car was a concern, or
they would have stowed the jack inside instead of in the spare tire
compartment <g>
