First off the car was built in 1966. (for '66 the commission numbers were 
CT(C) 66148 - CT(C) 75172 - The "C" in parentheses indicates IRS - so yours 
should be CT 71191 if built as a solid axle.)

According to Piggott (Original TR4/4A/5/6) all TR4A's were negative ground.  
Simplest way to check is by hooking up the battery with the negative terminal 
to ground.  If your ammeter registers correctly then you have it.  No problem 
doing that -- just hook up the battery, turn on the lights and see if you get 
a discharge indication (-) on the ammeter.  If it registers as minus then you 
have negative ground.  

If it registers as charging (+) then you have positive ground.  If you have 
positive ground, come back to the list and we can tell you how to convert to 
negative ground.  Hope that helps.
