In the US it would. Emissions tests have to be certified every year
for every engine/transmission combination. I believe that if no
significant changes are made, the EPA will waive the testing as long
as the previous years model met the current years requirements.
For crash tests, the same thing applied.
BMC/BL decided that the market in the US was not significant enough
to justify the expense of getting Minis certified for sale here.
I am not sure why they went the route of certifying them in Canada
though.
