Are they cheaper to build?   I've known for many years either 
gauge/sender combo will work just fine with either polarity.  But I 
learned that the gauge needs to be matched with the sender winding 
direction.  I figured there must have been an obscure engineering reason 
for changing the polarity of the windings with the polarity of the 
battery.  It never occured to me that the change was to keep build prices 
down.

Back in the mid-80's when I went to add additional fuel gauges to my Land 
Rover after adding two additional fuel tanks I discovered MGB fuel gauges 
from positive earth MGBs worked fine with Land Rover positive earth fuel 
sending units (up through '66) and negative earth MGB fuel gauges worked 
just fine with Land Rover negative earth fuel sender units ('67 and newer 
plus the Lucas universal replacment unit).  Later I discovered that TR3 
fuel gauges worked with positive earth Land Rover fuel sending units.
