I think what Adrian is saying is that petrol (gasoline) doesn't burn in the
absence of air and a full tank has no air.  Infact petrol only burns when a
vapour and then only if the mixture is in the right range (ask anyone who
has flooded out an engine) so welding up a full tank is no worries.  In
theory.

Certainly a lot safer than welding on an empty one (unless it's been empty
for a loooong time)
