Except in cases where states allow "year-of-manufacture" plates to be 
used.  In some states (e.g. AZ) not all years had plates produced and 
some years colors look better with the car.  When I got the TR4 it was 
registered as a '65 even though it was built mid-64.  Had it retitled as 
a 64 for the YOM plate preference
