The result of owner ignorance IMO, they're quite easy to keep from leaking.
You do occasionally have to adjust the seal, a simple matter of loosening
the locknut visible in the center of the knob, turning the center screw out
1/4 turn or so, and re-snugging the locknut.

I replaced the original cork seal with a short section of modern rubber fuel
line probably 20 years ago ... hasn't leaked since.
