Absolutely.  The trick is to have a shroud that seals to the outside of
the radiator so that all the air is being pulled or pushed through the
core and not around it.

Joe, I agree but the magic word is mount on a shroud. The air must be
contained between the fan and the radiator or a lot will escape around
the
radiator. Several years ago I was working with Ford Motors on just that
issue being sure to plug any gaps between the radiator and the AC Coils.
Smoke tests show lots of air escaping without the shrouding. Even showed
hot
air that had already gone thru the system being sucked back around and
through again.
