What ever pressure cap the system is designed for plus a bit of pressure.  ( 
sorry to be so vague )   In general, the system needs to be checked at the 
next higher pressure cap rating.    A 12 PSI system gets tested at 14,   14 at 
16.

The best option is to tell the rad place the application and factory pressure 
cap rating and let them take it from there. Otherwise they will treat it lake 
a modern rad and check at 18.  I have no way of knowing if a TR3 rad would 
take that high perssure or not.
