That's called a "gas fluxer" or "jet fluxer" and most high-volume fillet
brazing is done with one. They simply bubble the gas through a bottle of
diluted flux so it spits out onto the work as you go. Small jobs are just as
easily done with a jar of flux and an old paintbrush.

Fillet brazing really has never been popular in the US (try to find out
anything about it in any welding handbook) but the British loved it. Most of
us Yanks were welding thick stuff with a stick welder while guys like Cooper
and Chapman (Lotus) were paving the way into the modern era. No offense
intended to anyone who stick-welds.
