It probably varies from state to state.  In SD only those vehicles 30
years old or older qualify.  The application is actually for an
"antique" vehicle license, but a YOM may be substituted.  A photograph
of the plate(s) must be included with the application for an antique
license.  The problem with an "antique" plate is the vehicle cannot be
used as everyday transportation.  It can only be used "... for special
occasions such as displays, parades, exhibitions, tours, and similar
uses, and may be driven to service stations or garages for fuel and
repairs."

Even buying but not mounting a regular license is of no help for every
day transportation.  "It may NOT (caps added) be used for general
transportation purpose unless it DISPLAYS (caps added) regular number
plates issued by the county treasurer."

The plus side of the antique plate is the one time $10 registration fee.
