That's the same as every State I've lived in. In fact, I've see the
Police blare over the bullhorn for a bicycle rider to take headphones
off.


Conversely, cities and states are starting to place ordinance that
require hands-free (but you still have to dial) headsets for cell
phones. I suppose that typically, it's just 1 ear, but still.
