The number of states that do not require a front license plate is 
dwindling.  Also, in California, where no front plate was a "graveyard 
felony" used to stay awake and talk tp someone, it is being enforced 
more these days.  There is a very simple and profitable reason:  traffic 
cameras that snap a picture of those who bust through a red light can't 
see a rear plate.
