Well,

Close, but not cigar.

A more complete article said:

"The suit challenged Ford's placement of the thick film ignition module,
which regulates electric current to the spark plugs. In 300 makes and
models sold between 1983 and 1995, the module was mounted on the
distributor near the engine block, where it was exposed to high
temperatures.

Ballachey found last year that Ford was warned by an engineer that
high temperatures would cause the device to fail and stall the engine.
Ford's own documents show that the company confirmed the problem
in internal studies, and could have moved the module to a cooler spot
for an extra $4 per vehicle."

Thank you, Steven Finberg, for pointing out the full article:

So they were not talking about the fender mounted unit, but one more
like the GM HEI.

BUT, be that as it may, the fender mount unit may have been better, but
it was still sensitive to heat, and did fail in the same manner, though
probably not at the same rate. They did go to the Blue Cap, after the
first few models, but many were run on the old black one. The HD
probably needed the blue. The Mustang II had the blue. My retro-fit of
the '66 Mustang GT Convertible used the HD AND the black cap, because it
looked more "original". I worked OK, with the HD model.
