Let me try...there's no gray area in the rules.  You're trying to
match the Showroom Stock, Solo II Stock and Solo II Street Prepared Rules,
and there's no overlap.  

SIIR Section 13 states:  "Cars listed as eligible in and prepared to the
current national Showroom Stock Club Racing rules are permitted to
comptete in their respective Solo II Stock Classes."  That's not the same
as being legal in Stock -- in fact, it's a special dispensation to be not
legal in Stock and still compete within those classes.  (You could argue
that the same Showroom Stock vehicles are *not* allowed to compete in
Street Prepared classes, even without further modification, since SP cars
"cannot exceed the allowable modifications of Stock Category, except as
specified..." (SIIR Section 14)   *That* may be a gray area, but leave it
aside for a moment.)

The basis for the Street Prepared rules are the Stock rules.  Once
you've modified your Showroom Stock car beyond the SS rules, it's no
longer legal for Showroom Stock, so it reverts to the Solo II rules.  It's
not legal for Solo II Stock (in part because of that welded roll cage), so
the next step up is Solo II Street Prepared -- and the same welded roll
cage pitches it out of there as well.
