All 1600 manifolds I have have machining for 4 studs for each carb. I used
bolts in the holes as one will leak coolant if the casting isn't good as it
is very close to the coolant passage. I used ss bolts with teflon tape to
stop the leak.

I guess Nissan was looking at putting on 2L SUs on the manifold or a
different 1600 SU.

Go figure.
