I think it's the same here in California. In fact, about 9 years ago, I was
driving
in the daytime in my old spitty-with my headlights on. (As I was used to
doing when I lived in Italy.) And I was actually told by a cop that it
wasn't
neccessary. Now, I always do it in cloudy, overcast weather, or in bad
traffic.

But, I haven't heard of being required to have daylight running lights
'retro-fitted'
to cars that didn't come with them, nor have I heard that it's a law.
Anyone?
