I don't recall whether the high-beams on low power was the decision of
some genius at GM or the NHTSA, but many of us know it is a silly
decision. Even a flashlight can temporarily blind one if aimed
"correctly" I'm getting more cynical about the "intelligence"
evidenced by the populace.
