I'd have to disagree.  I just bought steel pop rivets from an indusrial
fasterner warehouse in Calgary.  They have the usual steel pop-shank, but
also steel head.  The do take more ;pullp to pop, but even a cheap hand
held tool will do it - maybe with two hands for the 3/16" ones.   I just
rebuilt a garage door and wanted it to last.

True, most off the shelf rivets from the box-stores are aluminum heads with
steel pop-shanks.
