I have pulled stumps using an Rx7. 3000rpm and some clutch slip was needed.
In any case, the bore/stroke debate has little application to rotaries.
The Rx7 has a very flat torque curve until it runs out of breath - this
implies a smoothly increasing power delivery up to just before redline.
By improving the breathing at the high-end, you can keep going a good
bit higher, but you have to do something about the accessories (like the
alternator) which are not designed to spin above about 7000. Above about
9500, you have to do something about the stationary gear being less than
completely stationary, too.
