  Can't help on the vinyl, but as to the dash color, I had the chance to
look over an unrestored 1962 TR4 two years ago, and the dash was white. 
Rather surprised me, since the dash on my '63 is black - given my car's
history who knows what the original color was!  The car was lovely, with
nothing (and I do mean nothing!) altered from its original state.  Fellow
who had owned it bought it new, picked it up from the ship when it came to
the USA, drove it about 20,000 mile in eight years, and then parked it due
to health problems.  The fellow who bought it had only to replace some
rubber items and brake parts, wax it, and put it on the road.  It looked
so good my car wanted to go and hide somewhere (the Tiggermobile is a
rolling restoration, to put it in the best light possible). 

  Anyway, it is all a matter of taste - if you want to be in shows I
assume there are guidelines out there as to what your car should be, and I
assume you'll hear from folks on the list who know more about it than I. 
If you plan to just drive the car, make the dash the color you like -
frankly, I like my dash being black, since I found the white dash of the
unrestored car I rather odd.
