Andy,
Sounds to me as if they are trying to establish a "derelict vehicle"
ban.  While that is admirable, I doubt that it would stand up in court
unless it was written into the covenants you signed when you bought the
property.  Homeowner associations often flex their collective muscles in
that manner to solve what they see as problems with one of their
members.  The problem is, it is often done without regard to personal
freedoms and frequently overstep the bounds of fairness.

I'm not too hot on HOAs because normally, the "board" goes off on a
tangent about a perceived problem while overlooking infractions that
they are guilty of themselves.
