Note that the hanky-panky may have been perfectly legal, it was (at least at
one time) possible to purchase blue plates at the swap meets, and then
register them as 'personalized' plates.

Plus, personalized plates in California typically stay with the owner, the
car will get new plates when it is sold.  So, absence of a blue (or other
obsolete color scheme) plate does not necessarily mean the car was ever
registered outside of CA.  Lost or stolen plates are also replaced with new
ones, in the current color scheme and letter/number sequence.
