Plus, personalized plates in California typically stay with the owner, the
car will get new plates when it is sold.  So, absence of a blue (or other
obsolete color scheme) plate does not necessarily mean the car was ever
registered outside of CA.  Lost or stolen plates are also replaced with new
ones, in the current color scheme and letter/number sequence.

Thanks for filling in the holes.  The main point is, though, different
states handle license plates in different manners and overseas buyers
should consult with the locality from which that car came.
