each side rather than just loosening them.  

Here's the question:  It appears that there is a bolt that attaches the
bracket to the inside of the fender.  If I am correct, then wouldn't I
risk damaging the bracket by twisting it with a pair of pliers?

You must remove three bolts.  The two lower ones are accessed from the
inside but the third is accessed from the outside with the door open.  It
is in the gap between the fender and the door.

TR4 has only two bolts and I forget the exact configuration since that was
15 years ago.
