There really are no cheap way to increase horsepower a noticable amount. Most things that are cheap (ie: electronic ignition, spark plugs, plug wires and such) make an engine run smoother and start

All right, the fan is likely to free up some H.P. because your reducing mass that the motor has to turn. 12 H.P. is probably optimistic. But an on/ off switch for the alternator is a load of crap. So

Tom, assuming you don't have to pass smog where you live, what I would do is first convert to electronic ignition (Crane or Petronix)and open your plug gap to 0.040". I would raise CR by taking 0.060
