civic wheel/tire advice

I'm in my "rookie" season as an autoxer.  I'm having a blast at the expense
of my street tires.  Now that I know I'm hopelessly addicted, I'm looking
for a set of wheels and tires for my civic.  Since I previously installed a
set of springs, I'm already in the CSP/ST class so I have a ton of options
(not that I'll ever be competitive, but what the heck, I've got a stupid
grin on my face after every run!).

I've blanketed the internet looking for inexpensive (~$50) 13-14" wheels
without much success.  I've also heard of people taking a stock rim and
widening it.  I still have my 14x5 inch steel wheels, but they're just
sitting in the corner.  Is it worth it to get them widened?  How do they do
that without messing up the offset anyway?

Ok, summing things up: what would be a good wheel/tire set up for a wet-nose
in a '98 civic, on a tight budget, with a lot of options since he's already
(foolishly) not running stock anymore?  Just can't bring myself to remove
those springs though.  Thanx!
