This, that is precisely correct.

The only time you want to open the hood is when going in through the 
grill or fender just doesn't work.  I had a GT3 Sicrroco pull off at 
my station pumping flames out the vents in front of the windshield. 
I knocked it down several times both through the fender and through 
those vents.  It kept coming back up.  The driver looked at me and 
pointed to the hood latches, I nodded yes and covered him, he popped 
it (with his nomex on and visor down) and one quick zap on the carbs 
and it went out for good.
