To my mind, a 12 inch cone is simply too short to see at speed. (yea I know we
aren't supposed to hit them) and a 24 inch cone is way too tall except for
start stop gates to differentiate them from regular gates. And they really
hurt when crunched.  18 inch cones are just about the right size to be seen
against the pavement from in the car yet still small enough to not hurt
anything underneath if you whack one.
