I would want to know for what purposes it is used, and how significant, the
revenues from the sale of the concours guidelines are, before deciding if web
publication of the guidelines were a good thing or not.
It would certainly be convenient to be able to log on to the most recent
version, and I do think it would stimulate discussion (here?) about revisions,
accuracy etc. If the guidelines were available on a central authorized club
sponsored site, then content control could still be assured.  Registration for
access could be coupled to club membership?
-Again, though, I would not want to see a policy change hurt club finances in
any way. Clubs are hard enough to hold together as it is.

  I just wanted to say that I agree fully with your comments.  I did purchase
  a copy but I was wondering why it wasn't available on line.  Especially
  since it is updated from time to time.  At least the updates should be
  available.
