You can add a flex agent to paint that should minimize the tendency of
paint to come off. Also, it would be reasonable to paint the black
bumper black, so minor cracks or scrapes would not be so noticable. It
would not have to be glossy black; there are flatting agents you could
add to tone the gloss down to a nice sheen.

There are kits sold in England to convert RBB's to CBB's.
